They will not become the Dragonborn's unless an ID is not entered. Fortify One-handed increases the damage of one-handed weapons. You will need to raise it, create the enchanted item, then set it back to what it is now. Remember those pesky civilians that just stand by while a bear or dragon mauls them to death? These mods allow the players to avoid a “Helgen start” and can land anywhere in the Skyrim. Installing Skyrim mods on console is actually quite easy, but first you need to make a account at the Bethesda website.
There are a couple of mods for Oldrim/LE that you might be able to use to create the effects you are wanting.
The mod does wonders for the AI and NPCs of Skyrim.
